Overview
After Soviet specialists studied the technical documentation of the cruiser Lützow, purchased from Germany, the question arose of creating more advanced ships based on the German project. On the instructions of the People's Commissar of the Navy, Admiral N. G. Kuznetsov, the Main Naval Staff prepared a preliminary operational-tactical assignment for the design of such a cruiser, which received the project index 82. The operational-tactical assignment was repeatedly adjusted, and the development was initially carried out by TsKB-17, and then by TsKB-16. The technical project was approved in February 1951, and in December of the same year, the cruiser 'Stalingrad' was laid down at Plant No. 444 in Nikolaev. The launch was planned for 1953, but after changes in the country's leadership, the construction of ships of this project was canceled.
