Overview
In May 1940, tactical games involving the Project 69 cruiser and the battleships Scharnhorst and Dunkerque were held at the Naval Academy, showing that replacing the 305 mm guns with German 380 mm guns significantly increased the cruiser's combat power. In July 1940, the People's Commissar of the Navy N. G. Kuznetsov approved the tactical-technical assignment for the rearmament of Project 69 cruisers with German 380 mm turrets. In October, TsKB-17 developed the preliminary design 69I, which involved the installation of three turrets with German 380 mm guns and fire control systems. In November of the same year, a contract was signed with the German company Krupp, which was to supply six turrets by March 1943. They were to be installed on the cruisers 'Kronstadt' and 'Sevastopol,' which were planned to be launched in 1942. The outbreak of the Great Patriotic War canceled these plans.
