How the 21 points work
A commander has 21 skill points to spend. A skill costs as many points as the row it sits in — a first-row skill costs one, a fourth-row skill costs four — and a row only opens once you have spent enough points in the rows above it. Twenty-one points buys far less than it looks like: a single fourth-row skill is a fifth of your entire budget, which is why most builds settle on one, occasionally two.
