Overview
During the development of Project 68-bis, the commander of the USSR Navy, Admiral N. G. Kuznetsov, proposed creating a cruiser project with 220 mm artillery. In December 1951, at a meeting of the top leadership, it was ordered to urgently develop cruisers capable of destroying American ships of the Des Moines class. The project received the number 66. The development was carried out by TsKB-17, and the preliminary design was completed in March 1953. The construction of the lead ship was planned at Plant No. 194 in Leningrad. The ship was to be delivered in 1957, but after changes in the country's leadership, the development of Project 66 was discontinued.
