Overview
In 1950, three design bureaus of the 4th Special Department of the USSR Ministry of Internal Affairs developed preliminary designs for several light cruisers. The cruiser project MLK-16x130 was to be armed with four quadruple 130 mm BL-132 mounts. This variant was considered promising in terms of solving the assigned tasks and had the highest firepower per ton of displacement. However, in the early 1950s, the enterprises of the Ministry of Shipbuilding were busy building ships of other projects, and the ministry's leadership refused to include the construction of new ships, especially those with armament not yet mastered in production, in the approved plan.
