Overview
By decision of the Defense Committee under the SNK No. 87cc of August 1937, it was decided to build new heavy cruisers, and in September a project specification was developed. The sketch project, indexed as 69, was carried out by TsKB-17. In 1938, the project was adjusted to strengthen the armor. In November 1939, two heavy cruisers were laid down in Leningrad and Nikolaev, but after the start of the Great Patriotic War, construction was halted. This version assumes the armament of such a ship with triple 240 mm main battery turrets from the heavy cruisers of Project X, developed by TsKBS-1.
