Overview
In 1954, a project was approved to rearm the 68-bis cruisers, which were still on the slipways, with new quadruple 45-mm mounts. It was also planned to install 25-mm mounts, improve electronic and radar equipment, and increase the hull's strength. The first in line for completion was 'Shcherbakov', laid down in Leningrad in 1951 and launched in March 1954. However, in the latter half of the 1950s, the leadership changed its view on the role of large artillery ships, and the cruisers of the improved project were not completed.
