Overview
In August, the Defense Committee under the Council of People's Commissars decided to build heavy cruisers with 254 mm main battery artillery instead of Type B battleships. In September 1937, the commission developed a tactical-technical assignment for the new ship. The development of the preliminary design, which received the index 69, was carried out by TsKB-17. In connection with the construction of ships of the Scharnhorst class in Germany, the cruiser's main caliber was revised in favor of increasing to 305 mm. In 1938, the project was adjusted again with enhanced armor, and in January 1939, the preliminary design was presented to the Defense Committee. In November 1939, two heavy cruisers were laid down—in Leningrad and Nikolaev. But the domestic industry was loaded with military orders and could not cope with the supply of armament and equipment for the ships, and with the beginning of the Great Patriotic War, construction was completely stopped. After the end of the war, there were projects to complete the heavy cruisers as aircraft carriers, but these plans were not realized.
