Overview
In 1913, a design bureau was organized under the Main Directorate of Shipbuilding, headed by Major General I. G. Bubnov. In February 1914, the development of a battleship project began based on the technical specifications of the Naval General Staff. The main requirement was the placement of 16-inch guns in quadruple turrets developed by the Technical Bureau at the Admiralty Plant. The secondary battery consisted of 130 mm guns from the Obukhov Plant, and the main battery turrets were arranged according to the 'Russian scheme': longitudinally along the centerline. Had it been realized, this project would have led to the appearance of the most powerful battleship at the time, but due to the outbreak of World War I, battleships under this project were not laid down.
