Overview
'Soviet Russia,' a Project 23 battleship (of the 'Soviet Union' class), was laid down in Molotovsk in July 1940. The ships were built for the Pacific and Northern fleets, and the largest covered slipway in the USSR was erected for their construction. Construction proceeded with delays, and in July 1941, it was halted by a decree of the State Defense Committee. In October 1945, it was proposed to complete the battleship, but a special commission concluded that the pre-war battleship would be inferior in combat qualities to modern foreign ships.
