Overview
In the spring of 1937, the Soviet leadership learned about the start of construction of new German and Japanese battleships. Ships, each with a displacement estimated at at least 50,000 tons, appeared significantly stronger than the Soviet Project 23 battleship. In connection with this, the Shipbuilding Directorate proposed that design bureaus revise the project of the Soviet battleship, increasing its displacement to 55,000 tons—without regard to treaty limitations. In May 1938, after a series of refinements, the Defense Committee under the Council of People's Commissars decided to begin the construction of four ships. The battleship 'Soviet Union' was laid down on July 15, 1938, at Plant No. 189 named after Ordzhonikidze. The outbreak of World War II and then the Great Patriotic War disrupted foreign orders for elements of the power plant and armor, and the blockade of Leningrad effectively froze the ship's construction at 21% overall readiness.
