Overview
In 1950, three design bureaus of the 4th Special Department of the USSR Ministry of Internal Affairs developed preliminary designs for several light cruisers. One of them was armed with four twin BL-115 turrets. The designers managed to achieve more efficient use of displacement for the placement of main battery artillery compared to ships of Projects 26-bis and 68K. However, in the early 1950s, the enterprises of the Ministry of Shipbuilding were busy building ships of other projects, and the ministry's leadership did not include the construction of new ships with armament not yet mastered in production in the approved plans.
