While awaiting new major battleship construction programs, a series of projects were developed in 1914 through the joint efforts of Russian and German engineers. The ships shared characteristics with the Bayern class, which was being developed in Germany at that time. Project No. 4 featured 406 mm guns in triple turrets arranged along the centerline.
