Overview
In 1935, the USSR leadership decided to build a 'large fleet,' and design bureaus began drafting sketches of battleships. In February 1936, technical specifications for design were formed. The battleship for the Baltic Sea (Project 21) was designed by KB-4 of the Baltic Plant based on characteristics issued by the head of naval forces: displacement of 35,000 tons, armament of nine 406 mm guns, and a 350 mm armor belt. By June, the preliminary sketch was ready. In layout, the ship resembled the British battleship Nelson—with three main battery turrets in the bow. The universal caliber was abandoned in favor of separating into 152 mm secondary guns and 100 mm long-range anti-aircraft artillery. For torpedo protection, KB-4 adopted the modern Pugliese system. The developments for Project 21 battleships formed the basis of sketches, the evolution of which would lead to the appearance of the 'Soviet Union'-class battleships.
