Overview
The differences between the battleship and battlecruiser projects under the new Japanese naval development plan were minimal: the Type No. 13 battlecruisers did not differ in speed from the Kii-class battleships. This fell outside the framework of the accepted naval tactics in Japan, which assumed the existence of a "fast wing of the fleet." To increase speed and transform the No. 13 design into a true battlecruiser, it would have been possible to sacrifice one of the main battery turrets.
