Overview
In the late 1930s, the United States discussed the idea of building a small cruiser for joint operations with destroyers. Preference was given to a project that was later realized as the Atlanta-class light anti-aircraft cruisers. An alternative to light cruisers were cheaper and more versatile destroyer leaders. In August 1939, the development of preliminary sketches for a "destroyer-cruiser" with a displacement of 3,000–3,500 tons, armed with 152-mm guns, began.
