Overview
In May 1936, the Council of Labor and Defense adopted a resolution on the construction of 8 battleships and 18 heavy cruisers. The first four heavy cruisers with 305 mm guns were planned to be built in 1937-41. The technical specifications were approved on August 3, 1936, with the main battery caliber increased to 356 mm. The project was developed by TsKBS-1. The ship's characteristics were constantly adjusted and revised, and further development continued under Project 69, which was worked on by TsKB-17. By the end of 1937, the ship's displacement had grown to 48,000 tons, closely approaching the battleships of Project 23. Ultimately, it was decided to abandon further development in favor of the 'Soviet Union'-class battleships.
