Overview

In December 1907, the Main Directorate of Shipbuilding and Supplies proposed that several Russian and foreign enterprises participate in a competition for the design of a new battleship. Among the projects submitted to the Naval Ministry by February 28, 1908, the best was recognized as the work of the Baltic Plant. At the end of 1908, the Naval Ministry received permission to build the ships, and after detailed refinement of the project, the new battleships were laid down in June 1909. 'Gangut,' the lead ship in a series of four Baltic battleships, was built at the New Admiralty shipyard in St. Petersburg. During the winter of 1914-15, the ship spent time in Helsingfors, then began intensive combat training as part of the Baltic Fleet. However, 'Gangut's' participation in combat operations was limited to covering mine-laying operations—the command did not want to risk the new ships.
