Overview
In the summer of 1927, in light of the strengthening of the Romanian fleet, the Scientific-Technical Committee of the Navy of the Red Army began the initiative design of a destroyer for the Black Sea. In May 1928, the Red Army Staff issued the Navy Directorate with a task to develop a preliminary design. The discussion of the tactical-technical specifications took place at the NTC Navy in November 1928, and within three months, a project for a 40-knot squadron destroyer was developed. The project was carried out by the design bureau of the shipbuilding section of the Scientific-Technical Committee of the Naval Department under the leadership of engineer Yu. A. Shimansky. The general arrangement drawings were approved in March 1929. However, the Navy's budget for shipbuilding was cut, and the construction of the planned ships did not begin. Later, according to the revised project, leaders of the 'Leningrad' type were laid down and built.
