Overview
In August 1938, the tactical-technical assignment for the Project 48 leader—the successor to Projects 1 and 38—was approved. The ship was to have a high degree of unification with the Project 30 destroyers. The project was developed by the design bureau of Plant No. 198. The preliminary design was approved in July 1939, and the technical design—in October of the same year. A total of 20 Project 48 leaders were planned to be built. The lead ship, 'Kiev,' was built at Plant No. 198 named after Andre Marty in Nikolaev. After the start of the Great Patriotic War, the construction of 'Kiev' was halted, and the hull was towed first to Sevastopol and then to Batumi. After the war, it was proposed to complete the ships according to the adjusted Project 48K, but ultimately, construction was canceled.
