Overview

After the Chinese cruiser Chungking was sunk by Kuomintang aircraft in Huludao port, the government of the People's Republic of China attempted restoration. In 1951, the hull was raised and towed to Dalian, where it was inspected by a commission from the Soviet Central Design Bureau No. 17. Following the inspection, several technical specifications were drawn up for a major overhaul with modernization. The most balanced of the proposed modernization projects involved replacing the armament with Soviet ones while maintaining the total number and caliber of artillery, but the old gun mounts would be replaced with modern ones, significantly increasing the cruiser's combat capabilities. While approvals and disputes over the most suitable project were ongoing, in 1959 the ship was renamed Huanghe. Some time later, all Soviet specialists were recalled from China, preventing the possible modernization of the cruiser.
