Overview
In February 1940, the government instructed the People's Commissariat of Defense and the People's Commissariat of Heavy Industry to begin designing a light cruiser. On June 8, the People's Commissariat of the Navy approved the operational-tactical assignment for the designed ship. The preliminary design was developed by OKB-196 at Shipbuilding Plant No. 196. The project received the number 94. The main purpose of Project 94 cruisers was to support destroyers in attacks, reconnaissance, patrol, and raiding operations, protect and cover linear forces from enemy destroyers, and participate in mine-laying. According to the technical specifications, this required strong combat protection for all vital parts, advantageous placement of all types of artillery for close combat, proper high speed, and high survivability. In December 1940, OKB-196 presented two variants of the preliminary design to the NKVMF for consideration, one of which carried six 152 mm main battery guns. However, the outbreak of the Great Patriotic War prevented the realization of this project.
