Overview
During the Russo-Japanese War, Russian cruisers suffered heavy losses—mostly outdated ships remained in the fleets. The construction of cruisers that would meet all modern requirements was needed. Work on a new type of cruiser began in 1907, and the final technical specifications were issued in 1912. In the process, both domestic and foreign projects were considered, and it was ultimately decided to combine the efforts of the Revel and Putilov Plants. 'Svetlana' was laid down in Revel at the end of 1913. Completion was planned for 1915-16, but World War I delayed these plans. During the war, 'Svetlana' was towed to Petrograd, as Revel was under threat of capture by the enemy. 'Svetlana' was launched in December 1915 and entered service in July 1928, receiving a new name—'Profintern.'
