Overview
With the onset of World War I, the US faced the need to strengthen the fleet. The new shipbuilding program included cruisers—squadron scouts. One of the requirements was a speed of 35 knots, the hull was narrow, and the displacement percentage allocated for protection was relatively small. The main battery guns were located in casemates at the bow and stern, which had only splinter protection. The design also included two guns placed side-by-side amidships and torpedo tubes in the aft casemate.
