Overview
After World War I and the Civil War, the Soviet fleet urgently needed cruisers, and ships of this class were included in the plans for the construction of the Navy for the second five-year plan. In the early 1930s, the possibility of building ships in other countries was considered, in particular, negotiations were held with the Italian firm Ansaldo. In 1932-33, TsKBS-1 developed a project for a light cruiser with Italian-produced machinery—as on the modern Italian cruiser Raimondo Montecuccoli. The project, numbered 26, was approved at the end of 1934. 'Kirov' was built at Plant No. 189 named after Ordzhonikidze in Leningrad. It participated in the Soviet-Finnish War. During the Great Patriotic War, it took part in the defense of Tallinn and the Tallinn evacuation, as well as the defense of Leningrad. In the spring of 1942, the cruiser was heavily damaged by German air raids.
