Overview
In the second half of the 1930s, the idea of an 'armored leader' was popular. In 1935, TsNII VK and TsKBS-1 developed preliminary designs on their own initiative. The TsKBS-1 project, numbered 24, was developed in five variants and presented in December 1935 to the Shipbuilding Department of the Navy Directorate of the Red Army. In February 1936, the preliminary design was ready, but then the Navy leadership opted for more traditional destroyers and leaders. The topic of the 'armored leader' was revisited in 1939 by a joint commission of the People's Commissariat of the Navy and the People's Commissariat of Shipbuilding. In September, the technical specifications were developed, and further refinement was entrusted to TsKB-17. The project received the number 47, but due to the outbreak of the Great Patriotic War, all work on it was stopped.
