Overview
In the second half of the 1930s, the adopted program for the construction of a 'large fleet' envisioned the construction of large destroyers capable of operating in the open ocean. The designed Project 30 destroyers, being a development of Project 7, did not fit this definition. It was decided to turn to foreign experience, and in March 1939, a Soviet delegation headed by Fleet Commander I. S. Isakov and engineer V. L. Bzhezinsky arrived in the USA. During negotiations with the firm Gibbs & Cox, the Soviet side was offered a destroyer project based on the Mahan type. However, the US government did not allow sharing modern technologies with the USSR, such as universal gun mounts. Nevertheless, after the visit to the USA, an operational-tactical assignment was created for the Project 35 destroyer, approved in March 1940. The preliminary design was developed by TsKB-32. According to the ship construction plan for 1941, two ships were to be laid down at Plant No. 190 named after Zhdanov in Leningrad under Project 35: 'Udaly' and 'Udarny.' With the beginning of the Great Patriotic War, all work on the destroyers was stopped, and after the war, the project was not revisited.
