Overview
According to the naval armament development program drafted in the second half of 1907, four ships were to be built to 'cover the head of the enemy column.' The final requirements for the ship's characteristics were formed after senior officers of the Naval General Staff visited German shipyards and familiarized themselves with the battlecruisers being built there. In August 1911, the Naval Ministry invited a number of Russian and foreign shipyards to participate in a competition for the best preliminary design of a new ship. One of the project variants, developed by the German firm Blohm & Voss, stood out for its layout: the artillery was arranged not in a longitudinal but in a linearly elevated scheme. The ship was to have a displacement of 30,378 tons, armament of eight 356 mm guns in four turrets, and 24 secondary guns. In design, the project resembled German battlecruisers of the time, but in terms of armor, it was close to the 'Gangut'-class battleships.
