Overview
In June 1936, the Soviet government approved a program for large-scale naval shipbuilding. It provided, among other things, for the construction of escort cruisers for the squadron, whose main task was to protect battleships from enemy light forces. The tactical-technical assignment for the new light cruiser was approved in August—the project received the number 28. The preliminary design was prepared by the Leningrad Design Institute in June 1937. To unify, the new cruiser borrowed from its predecessor—Project 26—the general layout, silhouette, and hull lines, as well as the power plant. The project was never implemented due to changes in the leadership of the USSR Navy and the revision of the 'large fleet' program in the fall of 1937.
